Title: Castle Rock Park Playground Equipment

RECOMMENDATION

Staff recommends Council approve the purchase of playground equipment for Castle Rock Park Playground in the amount of $292,357.53.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

In FY 21 Council approved $400,000 for the replacement of the playground at Castle Rock Park.  Additional funds were needed to provide a playground consistent with the vision of a nature play theme identified in the Castle Rock Park Master Plan.  An additional $121,000 in funding from Castle Rock Park Cash - in - Lieu funds has been identified.  

Staff is working with a consultant, Cushing Terrell, to design the playground and equipment.  The design was reviewed by Heights Council Person Owen and the Heights Task Force Representative Laura Drager.  Also, Staff updated the Heights Task Force on the concept at their May 24th meeting.  The equipment will be purchased from a single vendor, Northwest Playgrounds Equipment Inc. This vendor represents manufacturers of play equipment that are distributed nationally and internationally meeting all industry and federal standards.  Staff intends to utilize the State of Montana Cooperative Purchasing Program to purchase the equipment.  The Cooperative Purchasing Program negotiates a discounted price with vendors, enabling municipalities to purchase items directly from approved vendors in lieu of the traditional bidding process. Equipment cost including freight charges will be $292,357.53.  Staff is seeking Council approval for this purchase.  Due to the long lead time for manufacturing, staff would like to order this equipment immediately.  While the equipment is being manufactured and shipped, the construction documents for the playground will be completed and bid.  If a responsive bid comes in within budget and is approved by Council construction will begin immediately with the goal of being completed by the time the playground equipment arrives, so it can be installed without delay.    

 

ALTERNATIVES

City Council may:
  • Approve the purchase of the playground equipment for Castle Rock Park Playground; or,
  • Not Approve the purchase and provide staff with additional guidance.

FISCAL EFFECTS

The additional $121,000 to increase the project budget will come from the Castle Rock Park Cash - in - Lieu funds and will be allocated through a quarterly budget amendment.  There is currently $121,188.02 cash available from Cash - in - Lieu for Castle Rock Park.
