RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 22-30, Pedestrian Crossing Improvements to Montana Lines, Inc. in the amount of $126,435.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

As part of an annual project, the City installs or enhances pedestrian crossings to improve the safety of certain pedestrian crossings.  A significant number of these crossings relate to safe routes to schools throughout the City.  This project will install pedestrian crossing improvements that include new signage, flashing beacons, and pedestrians pushbuttons at nine intersections along elementary school routes and one crossing of Montana Avenue at North 25th Street.  

The following intersections are included:
  • 32nd Street West & Lampman Drive
  • Zimmerman Trail & Colton Boulevard
  • Poly Drive & 32nd Street West
  • Poly Drive & Arvin Road
  • Colton Boulevard & 19th Street West
  • Poly Drive & 11th Street West
  • South Billings Boulevard & Simpson Street
  • Bench Boulevard & Jaque Lane
  • Bitterroot Drive & Elaine Street
  • Montana Avenue and North 25th Street

The project was advertised on April 29, May 6, and May 13, 2022 in the Yellowstone County News and on the City's website. Bids were opened on May 17, 2022 and one bid was received. Montana Lines, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Approve W.O. 22-30 Pedestrian Crossing Improvements to Montana Lines, Inc. in the amount of $126,435; or,
  • Not approve a contract and reject all bids. If the project is not approved, the nine school crossings will continue to be standard crossings without enhancements.

FISCAL EFFECTS

The following bid was received.

Although only one bid was received, Staff reviewed the bid and generally unit item prices are within estimated values.  The bid total was within the project budget of $215,000.  The project was budgeted in FY22 using Gas Tax and Downtown TIF funds and there are sufficient funds to award this project. The TIF funds are used for the approved TIF application for the crossing on Montana Avenue.
