RECOMMENDATION

Staff recommends Council approve the bid from 3 Bulls Contracting in the amount of $224,499.96 to construct the playground site improvements at Castle Rock Park.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

In FY2021 Council approved $400,000 for the replacement of playground equipment at Castle Rock Park.  Additional funds were needed to provide a playground consistent with the vision of a nature play theme identified in the Castle Rock Park Master Plan.  On June 13, 2022, Council approved an additional $121,000 from Castle Rock Park Cash-In-Lieu funds for a total budget of $521,000.  At that same meeting Council approved $292,357.53 of the budgeted amount for the purchase and delivery of the playground equipment leaving $228,642.47 for site improvements, installation of the playground equipment, and consulting fees.   

Staff is working with our Consultant, Cushing Terrell, who has designed the playground equipment and site improvements.  The playground equipment has been ordered.  Bids for the playground site improvements were advertised on May 27, 2022 and opened on June 21, 2022.  There were 2 bidders (see Attachment A) and the most responsive bid is from 3 Bulls Contracting in the amount of $224,499.96.  The bid for the site work came in $75,499.96 over the estimate provided by our consultant.  The overage will be made up by PD1 balances. 


     

ALTERNATIVES

City Council may:
  • Approve the bid from 3 Bulls Contracting; or,
  • Not Approve the bid and provide staff with additional guidance.

FISCAL EFFECTS

In FY2022 the City’s Park District 1 fund had unspent O&M budget of approximately $120,000.  PRPL staff is recommending using these funds to cover the additional $75,499.96 for this project in FY23.  If approved, a budget amendment to establish the additional budget authority for the PD1 Fund will be needed, as this additional cost was not included in the original budget.
