RECOMMENDATION
Staff recommends approval of Historic Tax Credit consultant services contract for the New City Hall Project with Brian Wishneff and Associates, LLC.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings Facilities Division issued an RFP for a Historic Tax Credit consultant for the New City Hall Project. One proposal was received, and Brian Wishneff and Associates, LLC was selected based on the following criteria:

City Council may:

FISCAL EFFECTS
The consultant charges a fee of 9% of the proceeds from the sale of the historic tax credits. There is no fee owed to the consultant by the City if there are no proceeds realized by the sale of historic tax credits. Historic tax credit value could total up to 25% of the qualified construction expenses. The consultant will work on securing maximum value for the tax credits, which the City will use to reimburse the General Fund for project construction costs. Additionally, the contract includes $5,000 toward reimbursable expenses if the City requests the consultant to travel for meetings or presentations.
