RECOMMENDATION

Staff recommends approving the service agreement with Matt Robertson Brokerage, Inc. in affiliation with NAI Business Properties as the Consultant for real estate brokerage services for the following properties:

City Hall and Garage (Park 3) - Sale
New City Hall (Stillwater Building) - Leases
Park One First Floor Retail Space Condos - Sale
South Surface Parking Lot off North 27th St, between 1st Ave N and 2nd Ave N - Sale
North Surface Parking Lot off North 27th St, between 1st Ave N and 2nd Ave N - Sale
 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The City issued an RFP for real estate brokerage services. NAI was selected as a qualified responder by the committee based on the following criteria: 

The evaluation committee reviewed and evaluated the proposals according to the following criteria based upon a total number of 1,000 points.

SECTION 1:  INITIAL EVALUATION (Max 100 points)

Compliance with instructions stated in the RFP   50
Compliance with proposal submittal date   50

SECTION 2:  PROPOSAL/OVERVIEW/UNDERSTANDING (Max 150 points)

Completeness of response to RFP as outlined in this solicitation   50
Compliance with the City Terms and Conditions   50
Understanding of the City’s needs and expectations   50

SECTION 3:  QUALIFICATIONS/EXPERIENCE/REFERENCES (Max 250 points)

Ability of the Proposer(s) to meet or exceed the requirements defined in the RFP   50
Experience, qualifications and references   50
Knowledge of local real estate market   50
Experience with working with municipalities   50
Local reputation   50

SECTION 4:  COST PROPOSAL (Max 500 points)

ALTERNATIVES

City Council may:
  • Approve; or,
  • Not Approve and provide further direction

FISCAL EFFECTS

The Consultant shall provide several real estate related services per the fee schedule listed in Exhibit 'A' of the contract. The fees for services shall be paid from division operating budgets, or from proceeds of the sale or leases of properties.
