RECOMMENDATION
Staff recommends Council approve Amendment #2 LWCF Grant Program for an additional $162,911.72 for the Tennis Court Replacement Project at Central Park.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
At the September 12, 2022, meeting, Council approved the base bid to replace the tennis courts at Central Park. Since then, staff has secured additional LWCF Grant funding in the amount of $183,562.50, see Amendment #2 LWCF Grant Program agreement Attachment A. After administrative charges from the State and Federal agencies, the net amount is $162,911.72. Staff is seeking Council approval of Amendment #2 LWCF Grant Program in order to receive these funds.
This additional funding will allow staff to accept Additive Alternates #2 and 3 as identified in the bidding documents to install court lighting (Additive Alternate #2 for $130,000.00) and to install Fence Sleeves (Additive Alternate #3 for $800.00).
This additional funding will allow staff to accept Additive Alternates #2 and 3 as identified in the bidding documents to install court lighting (Additive Alternate #2 for $130,000.00) and to install Fence Sleeves (Additive Alternate #3 for $800.00).
ALTERNATIVES
City Council may:
- Approve Amendment #2 LWCF Grant Program; or,
- Not Approve and provide staff with additional guidance.
FISCAL EFFECTS
The following bid was received:
| Contractor | Base Bid: Courts, Sidewalk, Fencing, ADA Parking | Additive Alternate #1: Upgrade to Coated Fencing | Additive Alternate #2 Court Lighting | Additive Alternate #3 Fencing Sleeving |
| The Good Earth Works Co. Inc. | $664,130.00 | $44,325.00 | $130,000.00 | $800.00 |
The project was budgeted using $500,000 of approved Park District 1 funds, Initial LWCF Funding $148,101.56, LWCF Amendment #1 $98,734.38, and LWCF Amendment #2 $162,911.72, for a total of $909,747.66. The base bid plus $66,734.00 of additional costs for survey, geotechnical, consultant, and Public Works engineering fees, plus $130,800.00 of Additive Alternates #2 and 3 totals $861,664.00, so there is enough budget available to construct the Base Bid and Additive Alternates #2 and 3.
