Title: Grant Agreement with MRM for Sheltering Services Data

RECOMMENDATION

Approve and authorize the Mayor to sign the attached Agreement between the City and the Montana Rescue Mission (MRM) for data collection tied to their shelter services between May 2023 and April 2024.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

On September 6 and September 26 the Council discussed the impacts of low barrier sheltering and data collection.  The Council approving motions supporting two partnerships.  The first is to reimburse up to $210,000 for emergency sheltering this winter with Continuum of Care (CoC).  The second is for $76,700 with Montana Rescue Mission (MRM) for data collection and reporting.     

The agreement addresses each of the critical areas outlined in the Council's September 26 motion in the addendum with one exception.  The exception is that the Council's motion specifically identified our local CES Coordinator as the individual who would train and verify data collected meets our community's needs.  The agreement gives this responsibility to the State of Montana's CoC (Continuim of Care) Systems Administrator.  The Montana Statewide HMIS Lead/Systems Administrator ensures that all data collected across Montana meets the federal requirements established by HUD.  Our local CES coordinator works closely with the State contractor in this regard.  "This data shall also be available for local CES Coordinator review within HMIS consistent with other local service provider information."  Therefore, the agreement provides access to MRM's data, to both the State and our local CES Coordinator in the same way that they can access other service providers who use the HMIS software system.  This is also critical to ensure collaboration accross CoC members as required by item 6 below.     

1)  First responders will bring individuals to the Crisis Center to receive services     
2)  Proper data collection and reporting, to understand users and services provided      
3)  Coordinated entry      
4)  Services will be offered in good faith to all who do not belong in jail, or the emergency room     
5)  Service providers will share "do not serve" and "no trespass" lists with one another and first responders to the extent permissible within the confines of HIPAA     
6)  Good faith participation in the local CoC      

If for any reason, either the City and MRM are not satisfied with the arrangement and or is not complying with the agreement, it can be ended without cause by either party with a 30 day written notice.  The city is only responsible for reimbursement while the agreement is in place, 
 

STAKEHOLDERS

These challenges can only be overcome by working collaboratively with our community.  No-one within our community is immune from the effects of crime, addiction and trauma. Implementing plans and strategies developed by our stakeholders in SAC and CoC along with all those who work in the criminal justice system, crime and addiction prevention, intervention and treatment all contribute to long term solutions.

FISCAL EFFECTS

Per the adopted budget, $864,952 dollars are anticipated (2 mills = $432,452 + 3% marijuana local option tax $432,500) and will be placed in a fund to improve public safety and reduce crime in our community through programs addressing substance abuse, mental and behavioral health, housing essential to public safety, and related support services.

The attached contract with MRM will expend no more than $76,700 for data collection over the next year.

SUMMARY

The enclosed agreement reimburses MRM up to $76,700 for data collection and reporting related to its sheltering services for a one year period.
