RECOMMENDATION

Staff recommends that the City Council approve the low bid of $185,000 provided by G & T Plumbing & Mechanical for the purchase and installation of a new steam boiler in the Airport Terminal Building.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Included in the Airport's Capital Improvement Program and FY 23 budget is the funding to replace a steam boiler that provides heat throughout the Airport Terminal Building.  The existing boiler was installed in 2001, is over 20 years old, and has developed a reoccurring crack in the firebox.  The boiler's firebox has been welded a number of times and continues to re-crack during each heating season.  Staff determined that the cracking problem in the firebox was getting to a point where it did not make sense to continue to keep welding it, so the decision was made to replace that boiler.  The work to remove the old boiler and install the new boiler into the basement area of the Terminal is a lengthy process due to the tight fit.  This project will need to be started next Summer in order to be ready for the next heating season, and subsequently needs to be ordered soon to be available for the Summer install.  

This project was advertised in the Yellowstone County News on December 2, 9, and 16, and posted on the City and Airport's Websites.  On December 20, 2022, the following bids were received:

ALTERNATIVES

City Council may:
  • Approve the award of the Airport Terminal Boiler Replacement Project to G & T Plumbing & Mechanical for $185,000; or
  • Decline to approve the award, reject all bids, and delay this time sensitive project.

FISCAL EFFECTS

The low bid for this project is $185,000 and funding was budgeted and is available in the Airport's Capital Fund.
