RECOMMENDATION
Staff recommends that the City Council approve the grant award for the FY21 Railroad Trespassing Enforcement Grant in the amount of $120,000.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Police Department, Yellowstone County Sheriff's Office, Laurel Police Department, Montana Public Safety Commission, and the BNSF Railway Police formed a task force to combat trespassing near railway properties in Billings and Yellowstone County. Patrols will help to eliminate illegal activities such as theft, vandalism, open container and reduce transient encampments.
Grant funds will pay for officer overtime and wages directly related to railroad trespassing patrols.

ALTERNATIVES
City Council may:
- Approve the FY21 Railroad Trespassing Enforcement Grant in the Amount of $120,000 and authorize the Mayor to sign the award documents when they arrive; or,
- Not Approve the FY21 Railroad Trespassing Enforcement Grant in the Amount of $120,000, which would eliminate funds for overtime details.
FISCAL EFFECTS
There is no impact to the General Fund as no match is required for this grant.
