RECOMMENDATION

Staff recommends the City Council award a contract for WO 23-03 Contract 3 City Digouts to Wharton Asphalt in the amount of $614,455.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

WO 23-03 Contract 3 City Digouts is part of the annual street maintenance program.  Annually, staff identifies streets proposed for preventative maintenance. Staff typically bids this work in multiple contracts: crack sealing/Mastic, digouts (patching), chip/scrub seal resurfacing, and overlay resurfacing. This contract will provide digout work on approximately 173,100 square feet of City streets in spot locations.

The project was advertised on December 30, 2022, January 6, and 13, 2023 in the Yellowstone County News and on the City's website. Bids were opened on January 17, 2023. Four bids were received. Wharton Asphalt submitted the lowest responsible bid.

ALTERNATIVES

City Council may:
  • Award WO 23-03 Contract 3 City Digouts to Wharton Asphalt, in the amount of $614,455; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, the streets planned for maintenance will continue to degrade.

The project was budgeted in FY23 using Street Maintenance District II funds. The amount budgeted for the Public Works PAVER project was $2,750,000.00. The remaining funds will be used for Contract 1 City Overlay, Contract 2 City Chip Seal Schedule 1, and administration portion of the program. There is sufficient budget to award this contract.
