RECOMMENDATION
Staff recommends that City Council award a contract for W.O. 23-01, Contract 2: 2023 Sewer Main Replacement, Zones 1A, 2, 3B, 4, and 5 to Western Municipal Construction in the amount of $3,314,566.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 23-01 Contract 2, 2023 Sewer Main Replacement, will replace approximately 9,925 feet of existing sanitary sewer. The sewer mains being replaced with this project were selected based on age, video inspection condition assessment, root intrusion history, and sewer back up history. This project will replace sanitary sewer mains that are up to 118 years old made of clay tile. These sewer mains exhibit broken and cracked pipe and many sections need yearly root intrusion removal and maintenance. Zones 1 through 5 are sewer replacement projects. Zone 6 contains 345 feet of water main replacement that was bid in the project since it was in the proximity of the sewer replacement project. However, there is insufficient budget to award this section of water main. This section of water main would be replaced in following years.
The project was advertised on February 3, February 10, and February 17, 2023, in the Yellowstone County News and on the City's website. Bids were opened on February 21, 2023, and two bids were received. For Zones 1A, 2, 3A, 4, and 5, Western Municipal Construction, submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 23-01, Contract 2: 2023 Sewer Main Replacement, to Western Municipal Construction in the amount of $3,314,566 for Zones 1A, 2, 3A, 4, and 5; or,
- Do not award a contract and reject all bids. If the project is not awarded, the City's sewer mains in these areas will continue to be unreliable and will experience ongoing maintenance problems and expenses.

The project was budgeted in FY23 using sewer funds. The total project cost for the sewer zones is $3,314,566. There is sufficient budget to award the sewer contract. There are insufficient water funds to award Zone 6 Water. The Zone 6 water main will be replaced with a separate project at a later date when funding becomes available.
