RECOMMENDATION

Staff recommends the City Council award a contract to Roto Mix, LLC, for a compost mixer and conveyor system in the amount of $376,355.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Staff is in the process of constructing a compost facility to handle yard waste and sludge from the Wastewater Reclamation Facility (WRF).  The yard waste will be hauled into the compost facility from city yard waste trucks and other private haulers. Solid Waste currently hauls the sludge from the WRF.  The mixer and conveyor system is a critical part in the compost operation.  The mixer will allow staff to adequately and completely mix sludge and yard waste before setting the material in rows to be composted. 

The equipment was advertised on April 21st and 28th in the Yellowstone County News and on the City's website. Bids were opened May 2, 2023.  One bid was received from Roto-Mix, LLC. Staff evaluated the bid and determined that it was responsible and appropriate to award.

ALTERNATIVES

City Council may:
  • Approve the purchase of a compost mixer and conveyor system from Roto Mix, LLC in the amount of $376,355; or,
  • Not approve the purchase.  If not approved, staff will not be able to adequately and efficiently mix compost material which could have adverse effects on the compost process and/or the finished product.  

FISCAL EFFECTS

The composting project was budgeted in FY23 using Solid Waste Funds. There is adequate budget to purchase the equipment.
