RECOMMENDATION

Staff recommends approval of the FY2023 Budget Amendments

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Dehler Park Budget Amendment
The City of Billings maintains a fund for maintenance projects at Dehler Park. This fund, Ballpark Repair Fund, has budgeted revenue of $30,000 per year from the contract with the Mustangs Baseball Team. The FY23 budgeted expenditures total $30,744. 

The City Parks and Recreation Department, along with the Mustangs Baseball Team, have identified needed repairs to the infield playing surface. There are currently drainage issues and grading issues that need to be addressed before the 2023 baseball season commences. This work will include removal of existing infield dirt and sod, regrading of surfaces, and replacement of infield dirt and sod. The sod will need to be in place for 2 weeks before baseball is played. A contractor has been identified who is able to complete the work.

Because the FY23 budget for the Ballpark Repair Fund does not have sufficient budget authority to enter into a contract for these repairs, a budget amendment of $80,000 is being requested. Currently there is $151,560 in the Ballpark Repair fund available to cover these costs. 

The FY24-28 Capital Improvement Plan contained an estimated $449,080 in FY25 for anticipated field replacement. If this budget amendment is approved, and the work is completed, it is assumed that the CIP amount will be less in FY2025 when that project is planned.

Fire Station Construction Fund Budget Amendment
On 09/26/22 City Council approved the purchase of Fire Station 8 in the heights. The City has been setting aside funds for the eventual construction of a Fire Station, but did not anticipate or budget any expenses in FY23. The funds set aside for this purchase, along with an additional $500,000 are being requested for use in FY23. Additionally, on 11/28/2022 the City Council received information relating to the construction costs and budget for the City Hall building. At that time, one of the recommendations was to utilize the remaining funds within the Fire Station Construction fund. This budget amendment will authorize the transfer of remaining funds into the City Hall Construction Fund.

The City Council Budget and Finance Committee met on March 28th and recommended the budget amendments for approval.

  • Not Approve

FISCAL EFFECTS

The requested budget amendments are for $80,000 and will be funded from existing cash in the Ballpark Repair Fund, and $2,000,000 from the Fire Station Construction Fund and will be funded with cash in the fund.
