Title: Approval of the Airport's Mid-Field Service Road Project

RECOMMENDATION

Staff recommends that the City Council approve and award the Airport's Mid-Field Service Road Project to Askin Construction for $1,140,000.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

This project includes the construction of a new service road for Airport vehicles and equipment to safely and securely move from the west to the east inside the security fence near the airfield.  The existing road is 560 feet long, built in 2005, 18 years old, damaged beyond repair, and needs to be replaced.  Unfortunately, due to the grade in this location, drainage has eroded the base course underneath the asphalt creating large cracks in the pavement surface.  Additionally, this old service road intersects the aircraft parking ramp of a new Fixed Base Operator, Beacon Air Group; therefore, vehicles are no longer allowed to drive across this newly leased area.  The new service road will be relocated to the north of the old road in a much better location, straightened out for easier access and strengthened for large equipment.  This new roadway will be 1,000 feet long, 24 feet wide, and consist of 3" of asphalt over 4" of base course with a retaining wall to meet grades and control drainage.  It will serve as a connection corridor from the west end hangar area to the rest of the Airport including the Terminal, aircraft ramps, cargo operations, and numerous other aviation related businesses.  The new road is also located near the Airport Operations Center and will provide direct emergency access for Aircraft Rescue Fire Fighting vehicles, snow removal equipment, fuel truck deliveries to aircraft, and airfield maintenance equipment.  

This project was advertised in the Yellowstone County News on March 3, 10, and 17, and posted on the City and Airport's Websites.  On March 21, 2023, the following bids were received:

ALTERNATIVES

City Council may:
  • Approve the award of the Mid-Field Service Road Project to Askin Construction for $1,140,000; or
  • Decline to approve the award, reject all bids, and delay the project.

FISCAL EFFECTS

The total cost of this project is $1,140,000.  This project will be funded at 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% with local match funds.  The FAA's grant funding will be $1,026,000 and the local match will be $114,000.  The local match funds are budgeted and available in the Airport's Capital Account.
