RECOMMENDATION
Staff recommends that City Council approve and award a contract for Hail Repairs at Billings Community Center to Finishing Touch Exteriors, Inc. for $646,750.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Community Center, located at 360 N 23rd St., sustained significant hail-related damage in August 2019. This project includes the removal and replacement of the existing siding and roofing systems.
This is the third time this project has been bid.
First bid advertisement, bids were opened on 04/27/2021, received no responsible bidders.
Second bid advertisement, bids were opened on 05/25/2021, received three bids and the lowest responsible bidder was unable to perform the work, so the contract was canceled.
City insurance policy states carrier will replace materials in like, kind, and quality. Base bid includes replacing siding and roof materials in like, kind, and quality.
Alternate #1 is to replace exterior metal siding with fiber cement lap siding (accepted).
Alternate #2 is to replace membrane roofing with a single ply roofing system (accepted).
The project was advertised on 03/10/2023, 03/17/2023 and 03/24/2023 in Yellowstone County News and on the City's website.
Bids were opened on 04/04/2023, and two bids were received with Finishing Touch Exteriors, Inc being the lowest responsible bidder for base bid and alternates #1 and #2.
