RECOMMENDATION

Staff recommends approval of the Resolution to extend the Energy and Conservation Commission to a date of December 31, 2025, or when Commission members determine by majority vote that their work has been completed, whichever comes first.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The City Council passed and adopted Resolution 19-10794 creating an Energy and Conservation Commission (ECC). The duties of the ECC per Resolution 19-10794 are creating and implementing a comprehensive energy and conservation plan that includes: a) An inventory of water and wastewater treatment, waste removal and disposal, pollution and energy efficiency of City-owned-and managed facilities, transportation and equipment; and b) Specific goals and strategies to reduce energy consumption, pollution and waste by measurable amounts; and c) A timetable for accomplishing the outlined goals and strategies; and report the findings of the ECC to City Council on a semi-annual basis. To date the commission has completed a) and b) but has yet to complete c) and finalize the comprehensive energy and conservation plan.

Resolution 19-10794 also states that the ECC will expire at the end of 4 years which began on July 1, 2019. The ECC will expire on June 30, 2023, if action is not taken to extend the ECC.

ALTERNATIVES

City Council may:
  • Approve the resolution to extend the ECC; or,
  • Not approve the resolution. Not approving the resolution will cause the ECC to expire on June 30, 2023 with the duties of Resolution 19-10794 not fully completed.

FISCAL EFFECTS

There are no fiscal effects to extend the ECC date. The ECC is a volunteer commission.
