Staff recommends the City Council approve Change Order No.3 for WO 22-01, Schedules 1 & 2: 2022 Water Main Replacement, to Askin Construction in the amount of $387,945.

A recent inspection of the sanitary sewer main on 10th Avenue North between North 19th Street and North 22nd Street revealed the existing sewer main has significant root intrusions and is in need of replacement.  The water main for this section of 10th Avenue North will be replaced this summer under the annual water and sewer replacement program.  In order to avoid 10th Avenue North from being under construction for two years in a row, avoid multiple trench patches in the street, and to take advantage of the contractor already being on-site, staff proposes to replace the sewer main in conjunction with the water main.  Staff negotiated the unit prices in the change order and the prices are consistent with current sewer replacement prices on other City projects.

City Council may:

• Approve Change Order 3 with Askin Construction in the amount of $387,945; or,
• Not approve Change Order 3 and the sewer will have to be replaced on with a future replacement project and continue to be unreliable with ongoing maintenance problems and expenses.  10th Avenue North would be under construction a second time.

This change order will be funded with Wastewater Funds budgeted in FY23. Adequate funds are available to fund the replacement of sewer within 10th Avenue North.
