RECOMMENDATION
Staff recommends the City Council award a construction contract to Swank Enterprises for WO 23-16: Landfill Scale Addition, in the amount of $669,851.87.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings Regional Landfill (Landfill) currently uses three scales, one inbound and two outbound, to monitor loads of waste and determine respective dumping fees. These scales are integrated with a staffed scale house and accessed by the main road into and out of the Landfill. All customers, private and public, are required to cross the scales upon entering and leaving the Landfill.
This project involves the addition of a second inbound scale, modifying the existing roadway to access the new scale, maintaining a by-pass lane, and integrating the operation of the new scale into the existing scale house operations. The new scale will primarily be used by larger commercial trucks (Republic, McKenzie, etc.) and the large City trucks. The design includes the installation of a kiosk that will eliminate the need for drivers to have direct contact with the scale house staff, resulting in commercial and City truck traffic flowing more efficiently. Reducing the wait time for City trucks will save labor cost and provide better route efficiency. Additionally, the wait time for the public users will be substantially reduced. This project was a programmed solid waste project identified in the FY23 CIP.
W.O. 23-16 was advertised May 19, May 26, and June 2, 2023, in the Yellowstone County News and on the City’s website. Bids were opened June 6, 2023. Four bids were received. Swank Enterprises submitted the lowest responsible bid.

ALTERNATIVES
City Council may:
- Award a construction contract to Swank Enterprises for the total Bid Price amount of $669,851.87; or
- Not award a contract and reject all bids. If the bid is not awarded, the Landfill will continue operating with only one inbound scale, resulting in excessive traffic being backed up having to wait for access to deliver waste.

The project was budgeted in FY23 using Solid Waste Funds. After contract award, staff will reduce the scope of the communications kiosk portion of the project by about $35,000 to bring the cost closer to within the estimated budget. The remaining shortfall of $53,000 will be offset from savings achieved in other solid waste capital projects.
