RECOMMENDATION
Staff recommends City Council reject the one bid received for W.O. 22-16, WRF Heat Exchangers.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 22-16 WRF Heat Exchanger project includes the purchase of three (3) new Digester Heat Exchangers for the Water Reclamation Facility (WRF). The existing heat exchangers were installed in 1984 and are a critical part of providing service to the WRF operation. The heat exchangers operate in a corrosive and abrasive environment and the replacement is a scheduled maintenance activity.
The project was advertised on December 3, December 10, and December 17, 2021, in the Yellowstone County News and on the City’s website. Bids were opened on December 21, 2021 and one bid was received from Evoqua Water Technologies. The bid included heat exchangers that were not glass lined which was an essential requirement for this equipment. Because of this, the sole bid did not meet project specifications and was considered non-responsive. Staff will review project specifications and re-bid the project early in 2022.

ALTERNATIVES
City Council may:
- Reject all bids. Because the bid does not provide the necessary equipment, there are no alternatives to rejecting the bids.
