RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 21-17: Schedule III, 29th Street West Drainage Improvements to Winkler Excavating, Inc., in the amount of $115,525.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 21-17: Schedule III, 29th Street West Drainage Improvements will fix an existing drainage issue located near the intersection of 29th Street West and Cook Avenue. Historically, stormwater drainage within this area has drained to a boulder pit which has since plugged and failed, resulting in Public Works spending many hours pumping storm water out of the area after large rain events. It was determined that the most cost-effective long-term solution to manage drainage within the area is to install a conventional piped stormwater system instead of relying on a maintenance intensive boulder pit. This project eliminates the existing failed boulder pit and installs a storm drain pipe to the adjacent storm drain pipe network in order to provide proper drainage.
The project was advertised on March 4, 11, and 18, 2022 in the Yellowstone County News and on the City's website. Bids were opened on March 22, 2022. Two bids were received and Winkler Excavating, Inc. submitted the lowest responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 21-17: Schedule III, 29th Street West Drainage Improvements, to Winkler Excavating, Inc., in the amount of $115,525; or,
- Not award a contract and reject all bids. If the contract is not awarded, improvements would have to be contemplated in a subsequent year and Public Works will continue to pump water out after storm events.
