RECOMMENDATION
Staff recommends the City Council reject all bids for W.O. 22-14: Water Reclamation Facility Administration Building Air Handling Unit.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 22-14, WRF Administration Building AHU, is intended to replace the air handling unit (AHU) at the Water Reclamation Facility Administration building, along with new duct work and associated appurtenances, and a new access door on the exterior wall of the building to allow for equipment removal and installation. In addition, cleaning of the remaining interior ducts throughout the administration building is included as a bid alternate in order to protect the new equipment on startup. The current AHU is the original 1974 unit and is energy inefficient and at the end of its useful life.
The project was advertised on April 22, April 29, May 6, May 13, May 20, May 27, and June 3, 2022, in the Yellowstone County News and on the City’s website. Bids were opened on June 7th and two bids were received. CEI Electrical Contractors submitted the lowest, responsible bid. Bids significantly exceeded the budget amount. Staff will review the project and determine if the scope can be reduced to meet the budgeted price, or if additional funding sources are required in order to rebid this project.

Staff will review the project to determine if the scope can be reduced to meet the budged price or if additional funding sources are required in order to rebid this project.
