Title: Commercial and Roll-off Dumpster Purchase

RECOMMENDATION

Staff recommends the City Council approve the purchase of commercial and residential dumpsters from WasteQuip in accordance with Sourcewell Contract #040621-WQI, in the amount of $327,487.32.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

This purchase is needed to refill Solid Waste's inventory of commercial and roll-off containers.  With the growth the city is experiencing, the demand for both commercial dumpsters and roll-off dumpsters have increased.  Demand for smaller commercial dumpsters has increased due to the 300-gallon transition. The following are the quantities that will be ordered:

Commercial Front-Load
4-yard: 15
6-yard: 10
8-yard: 30

Roll-off
20-yard: 10
30-yard: 10

Staff looked at bidding the containers competitively or using a cooperative purchasing agreement and estimated that the bid price we would receive would be similar or more than the price under a cooperative purchasing agreement. Additionally, in FY21 Solid Waste purchased dumpsters from WasteQuip and has an inventory of lids, rods, lock bars etc., that are designed for WasteQuip containers.  Using a different vendor would require Solid Waste to purchase more of these items it already has on hand.Thus, staff is recommending that the City procure the containers using the purchasing agreement. 

Sourcewell is a relatively new tool to the City for use in procurement. Historically, the City has been allowed to use State contracts to procure items if it was beneficial to the City. The purchasing policy has been updated to allow cooperative agreements beyond just the State contracts. Staff will evaluate the procurement options for each purchase to determine which option is the most beneficial to the City.

ALTERNATIVES

City Council may:
  • Approve purchasing the containers through Sourcewell; or,
  • Not approve the purchase.  If the purchase is not approved, Solid Waste will run out of commercial and roll-off dumpsters and not be able to respond to customers' needs.

FISCAL EFFECTS

This purchase is using FY22 Solid Waste collection funds and there is adequate budget for this purchase.  Total cost of this purchase is $327,487.32.
