RECOMMENDATION

Staff recommends City Council approve a curb cut variance for the Canal Vista Master Site situated on Lot 1A-2, Block 62, of Amended Plat of Lake Hills Subdivision 25th Filing Amended.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The property owner of Lot 1A-2, Block 62, of the Amended Plat of Lake Hills Subdivision, 25th Filing Amended is developing the lot as a Master Site Plan known as Canal Vista.  The property is being developed as a unit-ownership plan with multiple units on one lot.  The property owner is requesting a variance from Section 6-1208(h)(5) of the City Code that limits the number of driveways on each street frontage based on frontage length.  The property has nine hundred and seventy (970) feet of frontage along the east side of Ditton Drive.  City Code allows two (2) driveways for the first six hundred (600) feet of frontage and one (1) additional driveway for each additional three hundred (300) feet of frontage, which results in four (4) allowable approaches on Ditton Drive.  The property owner submitted the master site plan (PZX-21-00316) for City staff review showing five (5) approaches along the east side of Ditton Drive.  Previously, this area was platted with thirteen (13) residential lots along the east side of Ditton Drive with lot frontage lengths of sixty-five (65) feet.  With the previous configuration, Ditton Drive had up to thirteen (13) anticipated driveways on the east side.  The five (5) proposed driveways, although greater than the City Code allowance for the aggregated lot, are less than the number of driveways original platted.  In summary, by approving the variance request for one additional driveway for the single lot, there will be eight fewer drive approaches to Ditton Drive than previously platted.  The benefit to eight fewer drive approaches results in fewer points of vehicular and pedestrian conflict along Ditton Drive.

ALTERNATIVES

City Council may:
  • Approve the variance request for one additional drive approach to the east side of Ditton Drive; or,
  • Not approve the variance.  If the variance is not approved, the Canal Vista Master Site Plan will have to utilize four approaches to Ditton Drive, instead of five approaches.

FISCAL EFFECTS

There is no significant fiscal impact to the City by approving the variance.
