Staff recommends the City Council approve Change Order No.1 for WO 23-01, Contract 1: 2023 Water Main Replacement, to COP Construction in the amount of $329,000.

The 2023 Water Replacement Project was originally bid to include 19th Street West and 21st Street West from Colton Boulevard to Parkhill Drive.  Due to budget constraints, these two water main replacement segments were not awarded with the FY23 project and left a couple of gaps to be completed.  There is still a need to replace the water mains in this area and the contractor will be working on the adjacent streets that tie into to these water mains.  Change order bid prices are consistent with current water replacement prices on other City projects.  Adding these two links of water main will complete the replacement in this neighborhood and provide consistent new pipe.  Furthermore, replacement of the water main in 21st Street West allows the existing gravel street to be paved in the future as part of the gravel streets program.


 

City Council may:

• Approve Change Order 1 with COP Construction in the amount of $329,000; or,
• Not approve Change Order 1 and the water mains will have to be rebid with a future replacement project and will continue to be unreliable with ongoing maintenance problems and expenses.

This change order will be funded with water main replacement funds budgeted in FY24.  Adequate funds are available for the replacement of the water mains in 19th Street West and 21st Street West.
