RECOMMENDATION
Staff recommends that City Council award a contract for W.O. 23-26: SBURA Gravel Streets, Phase II, Schedules 1 and 2, to Askin Construction, LLC in the amount of $2,446,665.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 23-26, SBURA Gravel Streets, Phase II is a South Billings Urban Renewal Association project that will improve existing gravel and non-maintainable streets within the SBURA District. Improvements consist of constructing new City-standard paved streets including new sidewalks, curb and gutter, drive approaches, alley approaches, accessibility ramps, storm drain improvements, and various sewer service extensions. This project includes water main replacement on both Morgan Avenue and Ryan Avenue prior to paving. These sections of water main are 6-inch diameter cast iron from the 1950's and have been subject to frequent and significant water main breaks. Furthermore, these mains will be upsized to 8-inch diameter mains to improve fire flow.
This project was split into two schedules. Schedule 1 will complete street and water main improvements to both Ryan Avenue and Morgan Avenue from Hallowell Lane to Jackson Street. Schedule 2 will complete street improvements and back-in angled parking improvements to Stephens Lane from Ryan Avenue to Mitchell Avenue along the west side of Optimist Park. Schedule 2 also includes lighting of the Stephens Lane parking area as well as traffic-calming curb bulb-outs.
The project was advertised on April 28, May 5 and May 12, 2023, in the Yellowstone County News and on the City's website. Bids were opened on May 16, 2023, and three bids were received. Askin Construction LLC, submitted the lowest, responsible total bid for the two schedules.

STAKEHOLDERS
The South Billings Urban Renewal Association is a partner in this project. The SBURA consultant coordinator and Board have been updated regularly on this project.
ALTERNATIVES
City Council may:
- Award W.O. 23-26: SBURA Gravel Streets, Phase II, Schedules 1 and 2, to Askin Construction, LLC in the amount of $2,446,665; or,
- Do not award a contract and reject all bids. If the project is not awarded, these street improvements within the SBURA district boundary will have to be completed in a subsequent year, and the City will expend funds to maintain the gravel streets.

The project was budgeted in FY24 using South Tax Increment Financing District (TIFD) Funds in the amounts of $2,620,000 (Unimproved Streets) and $540,000 (Stephens Lane-Optimist Park). Adequate funds are available to award the project. Remaining funds will be used for materials testing, construction engineering, construction observation, construction contract administration, and any construction change orders.
