RECOMMENDATION
Staff recommends the City Council approve this ordinance on second reading, adding recently annexed property to Ward I. City Council held a public hearing on July 24th and approved the ordinance on first reading. This second reading action would be consistent with first reading.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
City election ward boundaries must be adjusted to conform to city limit amendments resulting from annexation of property into the City. The City Council approved the annexation of city owned property (Annexation #23-05) on July 24, 2023. The properties are legally described as Tracts 9, 10, and 12 of Certificate of Survey No. 2037, recorded December 23, 1980, under Document No. 1185840 on file and of record in the office of the Yellowstone County Clerk and Recorder and Tract C of Certificate of Survey No. 3795, recorded August 17, 2021, under Document No. 3985813 on file and of record in the office of the Yellowstone County Clerk and Recorder. The properties are west and north, respectively, of the Billings-Logan International Airport. Said annexation containing 133.55 gross net acres, more or less.
Upon Council approval, this annexation requires a change in the boundaries of Ward I. Two readings are required for this action. The first reading and public hearing took place July 24. The Second Reading will occur at this meeting on August 14th, 2023

ALTERNATIVES
City Council may:
- Approve adding the subject property to Ward I, or;
- Disapprove adding the subject property to Ward I. Disapproval will not modify the boundary of the ward and will create a problem where property inside the City Limits is not within a City Ward.
FISCAL EFFECTS
This application has no impact on the Planning Division Budget.
