Staff recommends that City Council approves the purchase of a 2023 Deice Truck from I-State Bid # 1 including the warranty and trade-in in the amount of $169,228.

The purchase of the 2023 deice truck will replace an existing deice truck and is included in the FY23 Equipment Replacement Plan (ERP).  The purchase was delayed due to the late delivery of the previously purchased deice truck.  Staff wanted to ensure the bid specifications were appropriate, so adjustments to the bid specifications could be made before going out for bid if needed.  The deice truck is used during the winter to spread calcium chloride on the roads to help melt the snow/ice and during the summer as a water truck. The existing deice truck will be traded in. The 2023 deice truck was advertised on May 26 and June 2, 2023, in the Yellowstone County News and on the City's website.  Bids were opened on June 20th and two bids were received, I-State submitted both bids but used different installers for each bid.  I-State Truck Center bid #1 submitted the lowest responsible bid.
 

City Council may:

• Approve purchasing the 2023 deice truck; or,
• Not approve the purchase.  The existing unit is nearing the end of its useful life and if the purchase is not approved, a complete rebuild of the bed, tank, pump & spraying system will be required.  It is likely that repair costs on the truck will increase.  This truck is one of three in the fleet and is critical in winter operations. If the truck is not functional staff will have to rely on other methods that are more expensive and require more time and cleanup.

The 2023 deice truck was budgeted in FY23 using Street Maintenance District funds.  The FY23 budget is sufficient to purchase the deice truck.   This budget amount will be reestablished in the FY24 budget through a budget amendment.
