RECOMMENDATION
Staff recommends that the City Council approve Amendment No. 6 to the City's professional engineering services contract with HDR Engineering for W.O. 14-11: WRF Nutrient Upgrade, Expansion, and Improvements Project in the amount of $194,700.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
This project reached final completion in July 2022. Since that time, HDR has provided periodic ongoing assistance with training, operations assistance, and warranty issues that extend beyond the scope of the original contract and previous amendments. Equipment startup and programming services beyond the allocated budget were also necessary as part of the fine-tuning needed on various new treatment process equipment. Finally, additional design and construction support services were required for AFT, influent screening, influent grit removal and UV disinfection equipment that were procured separately by the City and installed during this project timeframe.
HDR was awarded a professional engineering services contract in 2014 which covered the original project design and bidding services. Approved contract Amendments Nos. 1, 2, and 3 enabled HDR to complete additional necessary design phases as well as engineering construction administration services. Amendment No. 4 provided funding for Yellowstone River water quality studies, and Amendment No. 5 provided design and bidding services for an Administration Building remodel. The value of HDR's contract including this proposed Amendment No. 6 is $12,239,000. This final amendment will complete and close out the project.

ALTERNATIVES
City Council may:
- Approve Contract Amendment No. 6 with HDR Engineering; or,
- Not approve Amendment No. 6 with HDR Engineering. If this amendment is not approved, HDR will not be compensated for out of scope work necessary to complete the project and ensure proper process operations.
