RECOMMENDATION
Staff recommends that City Council approve and award a contract for General Contracting services for Fire Station #8 interior remodel to Morgan Contractors for $464,900.00
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Fire Station #8, located at 760 Lake Elmo Dr., was approved for purchase on the 11/18/2022 City Council meeting, in response to Councils' direction to obtain property for a future eighth fire station located in the heights. The 2018 ESCI long-range master-plan reported that this building was strategically located.
The existing building remodel scope of work requires interior and exterior remodel and upgrades to meet the needs of the Fire Department. The scope consists of selective demolition, new flooring, new restrooms, new kitchen and appliances, new dining and day rooms, upgrade to energy efficient LED lighting throughout, new engine exhaust extraction system, backup generator, and ADA/accessible site upgrades.
There are two locations that tested positive for ACM (asbestos containing material) but the cost for abatement is being covered through a Brownfields grants that was approved by Montana DEQ.
Facilities Division advertised an Invitation for Bid (IFB) on 05/12/2023 and 05/19/2023 in Yellowstone County News and on the City's website. No bids were submitted.
Subsequently, a second Invitation for Bid (IFB) was advertised on 06/16/2023 and 06/23/2023 in Yellowstone County News and on the City's website.
Bids were opened on 07/18/2023, and two bids were received with Morgan Contractors being the lowest responsible bidder.
