RECOMMENDATION

Staff recommends that City Council approve and award a contract for the replacement of Fire Station #1 rooftop unit to Empire Heating and Cooling for $113,998.00

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The existing 15-ton rooftop unit (RTU) was manufactured in 2003 and has begun to reach its end of useful life. It is inefficient in its performance and has been seeing an upsurge in service calls due to the increase in mean-time-between-failure. 

Cushing Terrell provided drawings and specifications for bid package. 

Facilities Division advertised an Invitation for Bid (IFB) on 06/09/2023 and 06/16/2023 in Yellowstone County News and on the City's website. 

Bids were opened on 07/18/2023, and two bids were received with Empire Heating and Cooling being the lowest responsible bidder for base bid and alternate #1.

FISCAL EFFECTS

After further review and discussion with low bidder, it was determined that alternate equipment would best fit the Division's long-term goal of having mechanical support systems on the existing Facilities managed Building Automation System (BAS). The alternate bid remains the lowest priced alternate. The $5,229.00 increase from base bid+alternate #1 submittal to contract approval price is for equipment upgrade from Trane to AAON and also for installation of Reliable Controls which will be configured to natively integrate into existing BACnet BAS. 

The cost of the prime contract will be funded by the Fire Department deferred maintenance budget.
