RECOMMENDATION

Staff recommends that the City Council approve a Customer Agreement with NorthWestern Energy (NWE) for W.O. 19-12:  West End Reservoir (WER) Project in the amount of $100,797.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Final designs for both the West End Water Treatment Plant (WEWTP) and reservoirs are underway and before construction can begin, the site needs to be dewatered. An electrical service is needed at the northeast portion of the property to most cost-effectively de-water the site.  NWE plans to bring a service into the site from a location near their substation to the north on South 44th Street West.  The service will enable the site to be dewatered with electric pumping equipment to facilitate reservoir construction and to provide a source of permanent power for future facilities.  

ALTERNATIVES

The Council may:

· Approve the Customer Agreement with NorthWestern Energy; or
· Not approve the Agreement.  If the Agreement is not approved, the City will need to dewater the site using more costly diesel fuel-powered pumps and/or generators or delay dewatering activities (and the overall project) until electric power can be brought into the site and electric service will still need to be run to the site for permanent facilities at a later time.

FISCAL EFFECTS

The W.O. 19-12 West End Reservoir Project was budgeted in FY24 using Water funds. There is sufficient budget to award this NWE Customer Agreement for electrical service.
