RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 23-07 Monad Road Sanitary Sewer Extension, Schedules 1, 2, and 3B-1 to COP Construction in the amount of $2,701,119. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 23-07 Monad Road Sanitary Sewer Extension will construct a new sanitary sewer main west along the Monad Drain from Shiloh Road to Georgina Drive. The new 30-inch diameter trunk main will allow gravity flow for current recently annexed development area along the Monad Drain corridor and future growth along a portion of 48th Street West once the pipe is extended further. An extension of a 10-inch sanitary sewer main is also proposed with the project to serve proposed development south of Central Avenue. 

The proposed sewer extension was identified as a priority in the Wastewater Master Plan and FY24 CIP in order to reduce the service area of the Shiloh Crossing sanitary sewer lift station, which is nearing capacity. The new trunk main will serve future developments along the corridor and further to the west on King Avenue. The proposed trunk main allows gravity flow around the Shiloh Crossing lift station rather than expanding the lift station, saving pumping operating costs and expansion upgrades. 

Various portions of the proposed project were bid as separate schedules to evaluate costs and allow flexibility in award.  This contract is for the award of approximately 3,400 LF of 30-inch diameter sanitary sewer main, which would terminate on Georgina Drive.  This contract also includes the award for 1,300 LF of 10-inch diameter sanitary sewer main to serve proposed development south of Central Avenue and allow future expansion of the Central Avenue corridor east of 48th Street.

The project was advertised June 16th, June 23rd, June 30th, July 7th, and July 14th in the Yellowstone County News and on the City's website. Bids were opened on July 18th, 2023 and three bids were received. COP Construction submitted the lowest, responsible bid for the desired schedules for which the City has adequate funding.

ALTERNATIVES

City Council may:
  • Award W.O. 23-07 Monad Road Sewer Extension, Schedules 1, 2, and 3B-1 in the amount of $2,701,119; or,
  • Not award a contract and reject all bids. If the project is not awarded, the City's sanitary sewer infrastructure would be unable to meet the needs of ongoing development and recently annexed property along the corridor.

The project was budgeted in FY24 using Wastewater Funds in the amount of $4,000,000.  There is sufficient budget to award Schedules 1, 2, and 3B-1 of this project.  Remaining funds will be used for any change orders, materials testing, and construction contract administration.
