RECOMMENDATION

Staff recommends approval of the change order number 1 totaling $99,971.75 for the trail rebuild project at Riverfront Park, funded by a grant from the Natural Resources Damage Fund. The original contract awarded was for 431,193.00.  A budget amendment will not be needed because staff is recommending utilizing vacancy savings from 2023 Parks District #1. The vacant positions were the Project Manager which was vacant for 9 months and the Outreach Coordinator position which was vacant for 5 months.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The trail rebuild in Riverfront Park is funded by a grant from the Natural Resources Damage Fund which is compensation for the 2011 oil spill. The contract was approved by City Council on August 22nd, 2022 for $431,193.00. The trail was moved to the northern edge of Riverfront park because the river is changing course and eroded land the old trail occupied. The trail is partially completed including a bridge over the City County drain. During the excavation and placement of gravel for the trail, the trail subgrade was unable to support construction equipment to build the trail. The subgrade soils are a silty/clay material and will not support construction equipment to build the trail. After some section, trial and error and consulting with Rimrock Engineering, it was determined to provide subgrade stabilization and increase gravel thickness of the trail. 
 

ALTERNATIVES

City Council may:
  • Approve the change order or,
  • Not Approve and provide staff with alternatives.

FISCAL EFFECTS

Approval of the change order and funding source will utilize the vacancy savings from PD#1.

SUMMARY

Approving this change order will allow the construction of the trail at Riverfront park to be completed.  This is a very important trail segment that connects Riverfront Park trails to the trail expansion that continues East. The trail is partially completed, but can't be finished without solving the noncompactable sections.
