RECOMMENDATION
Staff recommends the City Council approve contract Amendment No. 1 with Sanderson Stewart in the amount of $94,000.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
A 5th Avenue North Corridor Feasibility Study was completed in 2021. The Study considered the feasibility of a multi-modal trail from North 32nd Street to Main Street along the 5th Avenue North corridor. The corridor does not contain any roadway improvements. WO 23-09 is continuing with the planning effort based on recommendations within the Study. Work will include developing a 30-percent level design and cost estimate for sections of the corridor. A contract with Sanderson Stewart was awarded in December 2022 to complete the preliminary design between North 32nd Street (YMCA) to North 26th Street (Yellowstone Art Museum).
Council is asked to consider executing Amendment No. 1 to the Contract for Professional Services with Sanderson Stewart to complete preliminary design of the corridor between North 20th Street to North 13th Street within the East Billings Urban Renewal District (EBURD). Funding for the 5th Avenue Corridor is available with funds allocated within the East Billings Tax Increment Financing (TIF) District FY2024 budget. Amendment No. 1 will bring the total contract amount to $198,427.

ALTERNATIVES
City Council may:
- Approve Amendment No. 1 to the Contract for Professional Services with Sanderson Stewart; or,
- Not approve Amendment No. 1 to the Contract for Professional Services with Sanderson Stewart. If the amendment is not approved, design for the 5th Avenue Corridor between N. 20th St and N. 13th St cannot be completed.
