Approval of Amendment Sixteen with Morrison-Maierle, Inc., for Engineering Services for the Airport's Terminal Circle Road Paving Project

PROBLEM/ISSUE STATEMENT

Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On November 13, 2006, the City approved a five-year contract with Morrison-Maierle, Inc. to provide the design surveys for the Airport's projects, development of project plans, specifications and bidding documents, contract administration, to include coordination meetings, pay requests, etc. The contract also includes full time on-site inspection, and construction surveys. The base five-year contract is amended each time a new project is undertaken.  Amendment Sixteen, for $9,761, only includes the design services for the  Airport's Terminal Circle Road Paving Project. The  Airport's Terminal Circle road has been in place since 1993 and the asphalt surface is beginning to break apart.  This Project will remove the top 1.5" of asphalt pavement and replace it with a new asphalt surface.  The project will also replace areas of curb and gutter that have been damaged and replace the existing concrete crosswalks at each entrance door with asphalt paving.  Project construction was planned for FY 2011 and funding is available to complete it, but it will not be bid until FY 2012.  Staff will submit a budget amendment request in order to establish funding authority in FY 12.  The scope of work and related design fees have been reviewed and negotiated by Airport staff.  

ALTERNATIVES ANALYZED

The City Council may:
  • Approve Amendment Sixteen with Morrison-Maierle, Inc., for Engineering Services for the Airport's Terminal Circle Road Paving Project; or
  • Decline to approve Amendment Sixteen, delaying the Airport's Terminal Circle Road Paving Project.

FINANCIAL IMPACT

The total cost of Amendment Sixteen to the five-year engineering contract with Morrison-Maierle, Inc. is $9,761. This Project is included in the current budget, and funds are budgeted and available in the Airport's Capital account to pay for the design fees.

RECOMMENDATION

Staff recommends the City Council approve Amendment Sixteen with Morrison-Maierle, Inc., for the Engineering Design Services for the Airport's Terminal Circle Road Paving Project.
