RECOMMENDATION
Staff recommends the approval of the 1-Year contract with Tyler Technologies for the licensing and support of our Public Safety Software Systems in the amount of $225,197.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings and Yellowstone County have collaborated and shared in the cost of Public Safety Software expenses for over 20+ years. In October of 2013, the City of Billings signed a 10-year agreement with New World Systems and an associated MOU with Yellowstone County for the licensing and support of Public Safety Software Systems including, but not limited to, 9-1-1 Dispatch, Police/Sheriff/Fire Mobile, Police/Fire/Sheriff Records, Jail, Field Reporting, and more. Several years ago, Tyler Technologies purchased New World Systems and have continued to supported our existing contract with New World. As the 10-Year agreement with Tyler Technologies & MOU with Yellowstone County expires, the City of Billings and Tyler Technologies wish to enter into a 1-Year Software Support Agreement to continue the use of our existing Public Safety Software Systems used by the City of Billings and Yellowstone County. Yellowstone County has reviewed the 1-Year Software Agreement from Tyler Technologies and agreed to a new MOU with the City of Billings to confirm their commitment to paying the City of Billing for their share of the 1-Year Software Support Agreement with Tyler Technologies.

ALTERNATIVES
City Council may:
- Approve the 1-Year Software Support Agreement with Tyler Technologies or,
- Not Approve
FISCAL EFFECTS
The total cost of the 1-year Software Support Agreement with Tyler Technologies is $225,197 which represents an overall savings of $58,208 from last year's total of $283,405. Yellowstone County has agreed through a new MOU to pay $59,953 to the City of Billings for their portion of the annual agreement with the City of Billings responsible for the remaining $165,244.
The City of Billings departments will share in the cost as follows:
- Police: $89,998
- Fire: $40,307
- 9-1-1 - $34,939
