RECOMMENDATION
Staff recommends the City Council approves the purchase of a 2024 Pierce Enforcer PUC Pumper AS899, with attachments, from Hughes Fire Equipment in the amount of $932,977.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of a Fire Pumper with attachments is included in the approved FY24 Equipment Replacement Plan and FY24 Fire Department budget. This pumper is needed for replacing an aging front line pumper and will replace a unit that is 15 years old.
The new unit will be a 2024 or newer Pierce Manufacturing Pumper which is consistent with all our front-line pumpers, depending upon when it is placed in the assembly line. Timing is of an essence as assembly is averaging 3-4 years for all manufacturers. The purchase price includes progress and pre-payment discounts, as well as factory inspection visit and transportation costs. Delivery is anticipated within 48 months of order.
Staff is recommending procurement of the equipment using a Sourcewell cooperative purchase agreement. The Sourcewell Cooperative Purchasing contracts are vetted through a competitive bid process on a large scale for numerous communities and organizations. Historically, it has proven advantageous for the City to utilize cooperative purchasing contracts in many cases to procure items, without further competition. In each case, staff evaluates the procurement options to determine which is the most beneficial for the City.

ALTERNATIVES
City Council may:
- Approve the purchase of the 2024 Pierce Enforcer PUC Pumper AS899, with attachments, from Hughes Fire Equipment in the amount of $932,977.00; or,
- Not approve the purchase and provide additional guidance to staff.
FISCAL EFFECTS
The 2024 Fire Pumper AS899 was budgeted in FY24. There is sufficient budget for this purchase
