RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 23-24 Belknap Office Remodel Phase 2 with additive alternate to TW Ridley in the amount of $1,055,900.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 23-24 Belknap Office Remodel Phase 2 is a project to address aging building maintenance issues, replace windows, repair defective roof drains, install a new fire alarm system to bring the building into fire code compliance, remodel some bathrooms, and remodel office space for inspector staff relocation. The project was also bid with an additive alternate for a parking lot expansion. The extra parking will provide parking space for relocated staff and meetings.

The contract was advertised on October 20, 27, and November 3, 10, 17, 2023 in the Yellwostone County News and on the City's website. Staff opened bids on November 21, 2023. There were four bids received. TW Ridley submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 23-24 Belknap Office Remodel Phase 2 with additive alternate to TW Ridley in the amount of $1,055,900; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, the remaining Belknap Office remodel cannot be completed. The building will continue to be out of fire code compliance and the indoor spaces cannot be upgraded and improved. The building will not able to accommodate the relocation of staff.

Funding for this project was budgeted in FY24 using Water and Sewer Funds. There is sufficient budget to award this contract.
