Staff recommends that Council award a contract for Landon's Inclusive Playground and Phase II Parking Lot Poly Vista Park to K2 Civil, Inc. for the base bid only in the amount of $502,200.00.

The project was approved in Parks FY24 CIP.  There are two components to this project.

1) Develop an accessible and inclusive playground.  Landon's Legacy Foundation has fund raised to help develop an accessible and inclusive playground.  Their private contract includes playground equipment erection, play surfacing and base rock installation, shade sail and picnic shelter construction with concrete pads, custom site specialties, and site furnishings. 

The City's public contract portion includes site demo, grading, site utilities modification, retaining wall construction, sidewalks, irrigation expansion, planting, and seeding.

2) During development of Poly Vista Park Phase I, only part of the parking lot was paved due to limited funding.  This project will finish the curbing, gutters, paving, and landscaping of the remaining portion of the parking lot area.  This will allow greater parking capacity and safer pedestrian access.

The following bids were received; K2 Civil base bid of $200,500 for parking lot, $301,700 for playground, $29,250.00 add alternate #1, Cayton Excavation base bid of $204,825.00 for parking lot, $333,872.00 for playground, $28,764.00 add alternate #1, Weave Construction base bid of $213,559.00 for parking lot, $352,159.00 for playground, $32,967.00 add alternate #1, Knife River base bid of $223,000.00 for parking lot, $384,700.00 for playground, $29,200.00 add alternate #1, Askin base bid of $286,500.00 for parking lot, $430,000.00 for playground, $30,500.00 add alternate #1.

Parks FY24 CIP designated $220,000 for "Poly Vista Park Parking Lot Completion" (Phase II) and $315,097 for "Poly Vista Park Playground Development"

This project combines the two components of the City's portion into one contract with one contractor for costs and time efficiencies.  As this was previously approved in the FY24 CIP, there are no future budget impacts.  The total contribution approved in FY24 CIP from the City is $535,097.00.
