RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 24-19: Arnold Drain Intake Improvements, Schedule 2, to Earth Movers Excavation, Inc. in the amount of $84,112.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 24-19, Arnold Drain Intake Improvements, is a project to reconstruct the intake structure within the Arnold Drain where stormwater runoff from the open section of the drain enters the City's stormwater pipe network near Broadwater Avenue and 30th Street West.  The Arnold Drain is located on the north side of Broadwater adjacent to Peter Yegan Golf Course.  The Arnold Drain is a City-managed facility and accepts stormwater, groundwater and irrigation runoff from a roughly three square mile drainage area.  In certain storm events, the existing undersized intake structure becomes overwhelmed, causing the drain to back up and cause localized flooding within adjacent residential neighborhoods to the south. This project improves the capacity and resiliency of the intake structure to reduce downstream flooding.    

This project was bid with two schedules.  Schedule 1 designed the intake structure as a 96-inch round manhole.  Schedule 2 designed the intake structure as a 10-foot x 4-foot rectangular box structure.  The project was designed in two different ways to allow for greater competition in installation and manufacturing of the intake structure.  The 10-foot x 4-foot rectangular box structure provides enhanced hydraulics over the 96 -inch round manhole design and is the preferred schedule to award.  Given the low bid for both schedules is the same, staff recommends awarding Schedule 2.

The project was advertised on December 29, 2023, January 5 and January 12, 2024, in the Yellowstone County News and on the City's website.  Bids were opened on January 16, 2024, and six bids were received.  Earth Movers Excavation, Inc., submitted the lowest, responsible bid for the desired schedule.

ALTERNATIVES

City Council may:
  • Award W.O. 24-19: Arnold Drain Intake Improvements, to Earth Movers Excavation in the amount of $84,112; or,
  • Do not award a contract and reject all bids.  If the project is not awarded, drainage improvements along the Arnold Drain cannot be completed and adjacent neighborhoods remain at risk of localized flooding during certain storm events.

The project was budgeted in FY24 using Storm Funds from the Annual Storm Rehabilitation Program.  Adequate funds are available to award the project.  Remaining funds will be used for materials testing, construction observation, construction contract administration, and any construction change orders.
