RECOMMENDATION

Staff recommends that Council approve and award a contract for procurement and professional installation of Audio Visual infrastructure, equipment, and systems in New City Hall to TeleData Technologies for $697,359.41

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

New City Hall will have modern A/V equipment and systems installed in the Council Chambers, Courtrooms, Jury Deliberation rooms, Police interview rooms, and select conference rooms. There will also be digital public displays on each floor.

An Invitation for Bid (IFB) was advertised on 10/27/2023 and 11/03/2023 in Yellowstone County News and on the City’s Website. Only one bid was received. The recommendation for the 12/11/2023 Council Meeting was to reject the bid and readvertise.

Subsequently to garner more interest a Request for Proposal (RFP) was advertised on 12/29/2023 and 1/5/2024 in Yellowstone County News and on the City’s Website. Three (3) proposals were received. A review committee unanimously selected TeleData Technologies based on the following criteria:
  • Thoroughness of response
  • Firm experience with projects of similar scope and magnitude
  • Project team
  • Qualifications
  • Approach and methodology for implementation

ALTERNATIVES

City Council may:
  • Approve; or,
  • Not Approve

FISCAL EFFECTS

The overall total construction budget is $24 million which includes an Owner allowance of $600,000 for Audio Visual procurement and install. We are also appropriating funds from savings realized on the security equipment bid pack to bring the total to $700,000.

The cost of the contract will be funded by the New City Hall construction fund, which is primarily covered by the General Fund.
