RECOMMENDATION

Staff recommends that Council award a contract for WO 24-27 - 2024 Water Service Repairs to Sunset Excavation in the amount of $112,635.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The annual water service repair program is necessary for the continued operation of various water services throughout the City of Billings. This program replaces failing water service valves (either leaking or broken), as well as the replacement of bent water valve box extensions that prohibit City Staff from accessing and operating water service valves.  Staff anticipates about 70 services will be repaired or replaced in this contract.

The project was advertised on February 16, February 23, and March 1, 2024, in the Yellowstone County News and on the City's website. Bids were opened March 5, 2024.  Three (3) bids were received. Sunset Excavation submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award a contract for WO 24-27 - 2024 Water Service Repairs to Sunset Excavation in the amount of $112,635; or,
  • Not award a contract to repair failing water services and valve boxes. If the contract is not awarded, the water services will continue to leak and remain inoperable by City Staff.

FISCAL EFFECTS

The following bids were received:

The bid from Sunset Excavation was significantly lower than the other two but was determined to be a responsible bid.  The City has had experience working with Sunset Excavation and has no reason to deem the bid invalid. Funding for WO 24-27 - 2024 Water Service Repairs was budgeted in FY24 using Water Service Repair Funds.  Adequate funding is available to award the contract.
