RECOMMENDATION
Staff recommends the City Council approve and award the MET Transit Video Surveillance Project to TelNet Systems for $176,963.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On December 12, 2023, City Administration approved Ammendment 13 with the Aviation and Transit Department's contracted A&E firm, Morrison-Maierle for the design, engineering, and project management of a video surveillance (security camera) project to update MET's primary facility video systems, located at 1705 Monad Road. This project is to be executed in conjunction with the recently awarded MET Transit Facility Addition and Remodel Project and consists of updating the facility security camera system to adequately provide video coverage of operating areas in the MET addition and remodeled area, as well as to update low-quality and outdated existing camera systems throughout the remainder of the facility. This project will include installation of new cameras, related wiring and other infrastructure, and a new primary video recorder for file storage; this project will improve the overall security of the facility by providing high quality video that may be referenced should an event occur and will support the annual requirement of 49 USC 5307 requiring a minimum expenditure of apportioned Federal Transit Administration funds on security projects. This project was advertised in the Yellowstone County News on March 29, 2024, April 05, 2024, and April 12, 2024. On April 16, 2024, the following bids were received:

ALTERNATIVES
City Council may:
- Approve the award of the MET Transit Video Surveillance Project to TelNet Systems for $176,963.00; or,
- Not Approve the award, reject all bids, and delay the project.
FISCAL EFFECTS
The MET Transit Video Surveillance Project will be executed using a combination of Federal funding and local funding. MET has adequate capital reserves to execute this project and will be utilizing apportioned Section 5339(A) formula federal funds in conjunction with local matching funds; this project was initially planned within the Capital Improvement Plan in FY 2027, but due to the MET Facility Addition and Remodel Project being recently awarded, this project was identified to be executed early in order to coordinate with the larger facility project.
