Purchase of Four Deice Tanks for the Public Works Department

PROBLEM/ISSUE STATEMENT

Bids were received by the Street/Traffic Division of the Public Works Department on April 26, 2011, to purchase four 10,000 gallon De-Ice Tanks.  These tanks are used for storage of calcium chloride used in winter ice control.  The city has eight tanks and this bid will replace four of these tanks.  This purchase is in the FY11 budget as part of the Equipment Replacement Plan (ERP).  The City received one bid and the tanks do not meet specifications.  Staff recommends that the Council reject the bid and staff will investigate rebidding or revising the specifications.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the purchase of the four De-Ice Tanks from Kois Brothers in the amount of $32,736.00: or,
  • Reject all bids and do not purchase the de-ice tanks.  One of the four tanks to be replaced is currently out of service due to the poor condition of the tank.

The bid submitted is for a poly tank and not a steel tank as specified in the bid documents.  As a result, staff is recommending to not accept this bid.  Staff will reevaluate either rebidding for a steel tank or investigate options of using a tank made of another material and ask for new bids in the future.

RECOMMENDATION

Staff recommends rejecting the bid for the purchase of four de-ice tanks in the amount of $32,736.00 from Kois Brothers Equipment due to not meeting specifications.
