PROBLEM/ISSUE STATEMENT
Bids were received by the Street/Traffic Division of the Public Works Department on April 26, 2011, to purchase a 2011 milling machine & trailer. This machine will be used by the Street/Traffic Division in the annual partial road reconstruction program. This purchase is included in the FY11 budget as a supplemental budget request in the Equipment Replacement Plan (ERP).
ALTERNATIVES ANALYZED
The City Council may:
- Approve the purchase of the Milling Machine & Trailer from Titan Machinery in the amount of $364,458.45 : or
- Reject all bids and not purchase the Milling Machine & Trailer.
FINANCIAL IMPACT
This machine and trailer will be funded from street maintenance district funds. One vendor submitted three bids. The milling machine is the same for all three bids. Each of the three bids includes a trailer with different features resulting in different bids. The low bid includes a trailer that will take 30 weeks to arrive in Billings. This trailer has a 70 ton load capacity with a hand crank landing gear (park stands). The second bid ($364,458.45) includes a trailer that will be delivered in 30 days. This trailer has a 110 ton load capacity and a hydraulic landing gear. Staff is recommending the second bid due to the shorter delivery time and the higher load capacity.
