RECOMMENDATION
Staff recommends that the City Council approve the resolution adopting the revised Public Works right-of-way fees for FY25 and FY26.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Public Works is presenting an updated right-of-way fee schedule and Resolution to the City Council for modifications to the fees for FY25 and FY26. These fees, which are typically revised every two years, were last updated in June 2022. After analyzing the costs associated with administering and inspecting right-of-way permits, staff is recommending adjustments to align the fees wit the actual costs of services provided. The proposed fees are based on full cost recovery principles. The average fee increase is proposed to be 9.1% in FY25 and 4% in FY26.
ALTERNATIVES
City Council may:
- Approve the resolution to update the existing fee schedule for right-of-way fees, or;
- Not approve the resolution to update the existing fee schedule of right-of-way fees, or:
- Approve an amended resolution to update the existing fee schedule of right-of-way fees.
FISCAL EFFECTS
The modified right-of-way fees will provide approximately $34,000 of additional revenue for the Public Works Engineering Division in FY25 and an additional $35,000 of revenue in FY26.
