RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 24-26: Stormwater Master Plan - Phase I, to DOWL in the amount of $199,160.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 24-26: Stormwater Master Plan - Phase I, is a project that will further progress the stormwater program by updating the previous stormwater master plan that was completed in 2008. Public Works recently completed stormwater program updates to the rate structure and level of service analysis and rate profile. This contract builds upon that effort with the end result being an interactive planning document with a public-facing element to better identify specific CIP time frames for the four primary stormwater program components: 1) Deferred maintenance, 2) Capital Projects, 2) Water Quality, and 4) Flood Protection. This Phase I contract collects data and builds the road map for future city-wide modeling. Additionally, this contact builds a flow measurement program, which the City currently does not have for stormwater, and provides updates to the Stormwater Management Manual.
DOWL was selected for this project using the proposal process. Five other proposals were received from AE2S, HDR, Sanderson Stewart, Tetra Tech and IMEG. The selection was based on project team and availability; project approach; and firm qualifications and experience as related to project needs.

ALTERNATIVES
City Council may:
- Approve W.O. 24-26: Stormwater Master Plan - Phase I, to DOWL in the amount of $199,160; or;
- Do not award a contract. If the contract is not awarded, further planning and development of the stormwater program would be delayed.
FISCAL EFFECTS
Stormwater master planning was budgeted in FY24 using Stormwater Funds. There are adequate funds to award this contract.
