RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 24-38: Wicks Lane Stormwater Improvements, Phase II, Schedule 1 and the Schedule 1 Additive Alternate, to Askin Construction in the amount of $1,868,911.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 24-38, Wicks Lane Stormwater Improvements, Phase II, is a regional storm drainage improvement project that will construct a trunk storm drain main within Wicks Lane.  This Phase II project completes the overall storm drain improvement project by installing a 54-inch diameter main along Wicks Lane from Moose Hollow to one of the City's primary stormwater outfalls located just east of River View Drive.  Phase I of this project was completed earlier this year and installed trunk mains in Bitterroot Drive and in a portion of Wicks Lane west of Moose Hollow. Completion of this storm drain pipe is a prerequisite to construct the remaining Wicks Lane street improvements west of Bitterroot Drive.

A regional storm drain trunk main for this portion of the Heights was first identified in a 1989 master plan.  However, based upon funding, city-wide drainage infrastructure needs and the development climate at the time, this project has only recently been identified as a priority.  At the time of the previous master plan, regional drainage for this area was planned to discharge into Five Mile Creek north of Mary Street.  During design of this project, an alternate route was developed which utilizes the existing Yellowstone River outfall corridor east of River View Drive, resulting in a significant cost savings from the original plan while still meeting the regional drainage needs of the east Heights.      

To capitalize on the market price fluctuation of large diameter storm drain pipe, two different types of storm drain pipe and an alternative were bid in separate schedules.  The lowest schedule selected is for installation of a reinforced concrete pipe.  The additive alternate for this project is to install a water quality treatment unit located at the outfall.  Additionally, included within this project is replacement of a 6-inch asbestos cement County water main per the County Water District's request.  The cost to replace the water main will be entirely reimbursed by the County Water District of Billings Heights as detailed in the attached agreement, considered by Council as a separate agenda item.

The project was advertised on May 24, May 31, June 7, and June 14, 2024, in the Yellowstone County News and on the City's website.  Bids were opened on June 18, 2024, and three bids were received.  Askin Construction, submitted the lowest, responsible bid for the desired schedule for which the City has adequate funding.

STAKEHOLDERS

The County Water District of Billings Heights (Heights Water) is an additional stakeholder in this project and will provide reimbursement for project costs related to replacement of their main within the project limits.  

ALTERNATIVES

City Council may:
  • Award W.O. 24-38: Wicks Lane Stormwater Improvements, Phase II, Schedule 1 and the Schedule 1 Additive Alternate to Askin Construction in the amount of $1,868,911; or,
  • Do not award a contract and reject all bids.  If the project is not awarded, the City's storm drainage infrastructure in this portion of the east Heights will continue to be undersized and unable to meet both current and future needs.

The project was budgeted in FY25 utilizing Storm funds and State-Local Infrastructure Partnership Act grant funds.  Additionally, the County Water District of Billings Heights will provide reimbursement for work related to replacement of their water main within the project limits.  That amount is anticipated to be $252,366.40.  There are adequate funds to award this contract.
