RECOMMENDATION
Staff recommends that City Council award a contract for W.O. 24-18, Central Avenue Water Main Extension, to Earth Movers Excavation, Inc. in the amount of $353,500.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 24-18, Central Avenue Water Main Extension, will extend a 16-inch diameter water main along Central Avenue to the west of Twin Pines Townhome Subdivision approximately 920 feet to near 44th Street West. The water extension will terminate at the property line of proposed Clearwater Estates Subdivision that was annexed into the city on March 25, 2024. This water main extension will allow the subdivision to connect to the city's water service. This project is a planned CIP project for FY 2025.
The project was advertised on May 31, June 7, and June 14, 2024, in the Yellowstone County News and on the City's website. Bids were opened on June 18, 2024, and six bids were received. Earth Movers Excavation, Inc. submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 24-18, Central Avenue Water Main Extension, to Earth Movers Excavation, Inc. in the amount of $353,500; or,
- Not award a contract and reject all bids. If the project is not awarded, the recently annexed property and proposed subdivision will not have City services.
