RECOMMENDATION

Staff recommends that City Council pass a resolution authorizing the submission of a grant application to the Montana Coal Endowment Program infrastructure planning grant in the amount of $40,000, and confirming Council's support of the local match of $10,000 to satisfy the requirements of the MCEP.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The 2023 Montana Legislature provided additional funding through the Montana Coal Endowment Program to fund community planning efforts around infrastructure improvements. Public Works is submitting a preliminary engineering report (PER) planning grant application to the MCEP to help fund a PER for a storm water project in the Olympic Park subdivision (Monad and Shiloh). The grant request is $40,000 and requires a minimum 20% match ($10,000) of the project cost. The attached resolution provides the Montana Department of Commerce, Community MT division, with assurance that the Council supports the grant application and is prepared to fund the match. The match is in the storm water budget.

ALTERNATIVES

City Council may:
  • Approve; or,
  • Not Approve

FISCAL EFFECTS

If awarded, the grant would fund $40,000 of a project that was already in the planning stages for FY25. This would allow Public Works staff to reallocate the $40,000 of City funds to another project.

SUMMARY

This resolution asks Council to support the submission of a grant application to the Montana Department of Commerce, Community MT Division, Montana Coal Endowment Program in the amount of $40,000. The resolution also confirms Council support of the local match of $10,000 to satisfy the requirements of the MCEP.
